Census 2020

अमेरिकी जनगणना २०२० मा नेपाली पहिचान सहित भाग लिनु।

अमेरिकाको संविधानमा व्यवस्था भए अनुसार प्रत्येक दश वर्षमा जनगणना गर्नु पर्छ । यो जनगणना सुरु भई सकेको छ। जनगणनाबाट प्राप्त जनसङ्ख्या को आधारमा नै:

कुन राज्यबाट अमेरिकी काँग्रेसमा कति जनाले प्रतिनिधित्व गर्ने भन्ने कुरा को निर्धारण हुन्छ;
केन्द्रीय सरकारबाट विभिन्न राज्य तथा स्थानीय निकायहरूले स्वास्थ्य, शिक्षा, बसोबास, आर्थिक विकास, सामाजिक सेवा, बाटोघाटो, यातायात र अन्य क्षेत्रमा प्राप्त गर्ने सहयोग कति हुने भन्ने निर्धारण गर्छ; र
सही तरिकाले जनगणनाको फर्म भरेमा यसले नेपालीहरूको पहिचान सहित तथ्याङ्क हासिल गर्न पनि सहयोग गर्छ ।

जनगणनामा व्यक्तिको नाम, उमेर र जन्म मिति, महिला पुरुष के हो ? घरमा कति जना बस्छन्, बसोबास गरिरहेको आफ्नो निजी घर हो कि भाडामा हो, र व्यक्तिको घरको मुख्य व्यक्तिसँगको नाता के हो जस्ता प्रश्नहरू समावेश छन् ।

यी सामान्य जानकारी सँग सम्बन्धित प्रश्नको अलावा जनगणनाको प्रश्न पत्रमा एउटा प्रश्न छ – यो व्यक्ति हिस्पानिक (Hispanic) हो वा होइन भन्ने । केही अपवादलाई छोडेर सबै नेपालीको उत्तर ‘होइन’ भन्ने हुन्छ । अर्को प्रश्न छ – व्यक्तिको जातियता (Race) के हो ? यो एकदम महत्त्वपूर्ण प्रश्न हो । हाम्रो अनुरोध यो छ कि व्यक्तिको जातियता के हो भन्ने प्रश्नको उत्तर दिँदा अन्य एसियाली (“Other Asian”) छानी खालि ठाउँमा नेपाली (“Nepali”) लेख्नु होला । यसो गरिएको अवस्थामा नेपालीको पहिचान सहित गणना हुन्छ र नेपालीहरूको अमेरिकामा भएको सङ्ख्या थाहा पाउन सम्भव हुन्छ जुन नेपाली अमेरिकन समुदायको लागि ठुलो उपलब्धि पनि हो ।

जनगणनामा व्यक्ति वा परिवारको सम्पत्ति र आयसँग सम्बन्धित कुनै पनि प्रश्न समावेश छैन; राजनीति वा धर्म सम्बन्धी पनि कुनै प्रश्न सोधिएको छैन । त्यस्तै, व्यक्तिको अमेरिकामा इमिग्रेसन अर्थात् आप्रवास सम्बन्धी कुनै प्रश्न सोधिएको छैन । त्यसैले जुनसुकै स्टाटसमा (Status) भएकाले पनि ढुक्क सँग जनगणनामा भाग लिन सक्नु हुन्छ । अमेरिकी तथ्याङ्क विभागले मार्च महिनाको दोस्रो हप्ता सबै ठेगानाहरूमा जनगणनामा भाग लिन अनुरोध गर्दै पत्र पठाउँछ जसमा त्यो ठेगानाको जनगणनाको कोड (Census Code) के हो, कुन ओएभसाईट (Website) मा गएर आफ्नो विवरण भर्न सकिन्छ वा कुन नम्बर मा फोन गरेर यसमा भाग लिन सकिन्छ भन्ने जानकारी समेत हुन्छ ।

यो जनगणना अमेरिकी सरकारले गर्दै छ । अन्य सङ्घ संस्थाहरूले जस्तै ए.एन.एम.एन. ले जनगणनाको प्रचारप्रसार मात्र गरेको हो । अब यो अवसर दश वर्ष पछि मात्र आउने भएकोले यस जनगणनामा ए.एन.एम.एन., मात्र नभई अमेरिकामा सक्रिय सबै सङ्घ संस्थाहरूले हातेमालो गरी जनगणनाको प्रचारप्रसार गर्नु उपयुक्त हुन्छ र सबै नेपालीहरूलाई आफ्नो पहिचान खुल्ने गरी आफ्नो विवरण भर्न प्रेरित गर्नु पर्दछ । यो हाम्रो दायित्व पनि हो ।

सबै नेपालीहरूले जनगणनामा भाग लिनु पर्दछ; यो अमेरिकी कानुनमा व्यवस्था भएको छ । जनगणनाको २०२० अवधिमा तथ्याङ्क विभागले तपाईँलाई कहिले पनि तपाईँको सामाजिक सुरक्षा नम्बर (Social Security Number) वा बैङ्क वा क्रेडिट कार्ड नम्बरहरू माग्दैन; यदि कसैले यी बारे सोध्दछ भने त्यो कानुन विपरीत हो र तपाईँले त्यस्तालाई आफ्नो सूचना दिनु हुँदैन। तथ्याङ्क विभागले तपाईँको व्यक्तिगत जानकारी गोप्य राख्दछ; र तपाईँको तथ्याङ्क (डाटा ) सांङ्खिकीय उद्देश्यहरूको लागि मात्र प्रयोग गर्दछ । त्यसैले सबैले आगामी जनगणनामा भाग लिऊ; नेपाली पहिचान सहित भाग लिऊ।

You can still respond to the Census. There are three primary ways to respond:

Through the Census 2020 and Engagement of the Nepalese in Minnesota (CEN) project, we are continuing to engage the Nepali community to inform and support the completion of the 2020 Census.

Why is it important?

The Census is used to determine the number of congressional representation from a state to the US House of Representatives as well as to allocate federal funds for the next decade. Our simple act of filling or not filling the form NOW impacts the communities and states we live in for the next ten years.

Quick facts about the 2020 Census:

The 2020 Census counts everyone living in the United States, not just US citizens. The census will not ask you for your immigration status or your citizenship.
Everyone living in the United States is required by law to be counted in the census.
The Census will never ask you for your Social Security Number, bank account information, money, donation, or your political affiliation. Be careful of scammers!
Your responses to the census are confidential. The U.S. Census Bureau is bound by law to protect your answers and keep them strictly confidential.
